Title: Complete the Conformance Section

Description:
The latest revision of the spec (http://www.oasis-open.org/committees/download.php/29852/sca-bpel-1.1-spec-cd-01-rev13.doc) has a "TBD" under the conformance section. The TBD needs to be replaced with text that defines what vendors and possibly users (process writers) must do to conform to the SCA BPEL spec. There may be multiple conformance points that vendors may conform to. For example we may not require all vendors to support the sca extensions in one conformance point, and just allow them to execute plain old ws-bpel in an sca environment according to spec.
